Looking for a way to use 1 RGB module as 3 white channels (like the description says) with using only 3 buttons toggling.
button 1 - channel 1 at 30%, button 1 long press - channel 1 at 100% - press again 0%
button 2 - channel 2 at 30%, button 2 long press - channel 2 at 100% - press ...

I'm having several different issues with this module. in fact I have 2 so the combination gives me various troubleshooting possibilities.

1) in attached image; the only ones I can control (toggle) are the ones that are in high ; the measured voltage on these capacitors output is 2,4 -4,4V ...

That was because I used a lot of paste and then didn't clean when taking the picture
(main reason ) and I also started removing the connection.
so pin 7, top of C23 and then hole are all connected ?

True, soldering (col bridges, short circuits,...) is always first cause.
The Ethernet module has a pecularity that I saw before (and you said "yes"; it's very close); the pin 3v3 between IC7 and C23 is touching both; but what should it do ?
reading on the top near the letter C23 ...

I'm getting 2,4V on CANH
CANL gives me ::: -21V, difference is 24V; same as input
24kohm iso 120ohm...

I can reach the the tibbo from the tibbo IDE.
I just did a run (f5):

Referring to the POE project with HAPCAN, I'm trying to create a fit-for-purpose voltage regulator (DC2DC output different than the 24V here). Specs of the PIC18F26K80 say; 1,8V-5.5V and it has an on-chip regulator 3.3V.
HAPCAN Univ 3 supplies 5V except for pin 2 : RA0 / CVref / AN0 / ULPWU ...
