BUTTON UNIV 3.1.0.x problems

hello,
I'm having several different issues with this module. in fact I have 2 so the combination gives me various troubleshooting possibilities.

1) in attached image; the only ones I can control (toggle) are the ones that are in high ; the measured voltage on these capacitors output is 2,4 -4,4V and varies a lot even without toggling. the low ones are <0,7V. in fact on the picture 3 was high and 1 low; thereafter 1 was high and 3 low; it seems like they are sharing their loads. is this normal?
2) I have a module that shows via hapcan programmer Vin is 33,44V; When I measure voltage on port 2 of the UNIV it shows 5,5V (and not 5,4V). is this due to the 51k resistor being inaccurate?

but can anyone help? experience with this module and pic I/O outports - where to pay attention ? should they be all high at the beginning?

4) but then one of the modules has all highes (5V) and then no way to toggle

Ad1. When button module inputs are not connected, they should appear in Hapcan Programmer as high (not pressed)

When inputs connected to GND, they should appear as low (pressed)

Make sure that resistors R14-R21 are properly solder. They polarise inputs high.

Ad2. 5.5V seems quite high. Please check soldering of R5 resistor.
Ad4. Check soldering of R22 resistor
